The goal of the evaluation system is to ensure that there is an effective teacher in every classroom and an effective leader in every school. To accomplish this, the evaluation system will foster a culture of continuous professional growth in which educators can consistently improve their instructional and management practices.

APPR Plans
  • Web-based APPR Form using Review Room Aligned with §3012-c
    School districts will submit their completed APPR plans into Review Room. The Department will review each school district’s or BOCES’ APPR plan to determine if it rigorously complies with Education Law Section 3012-c and Subpart 30-2 of the Rules of the Board of Regents. The statutory deadline for school districts and BOCES to adopt and submit their APPR plans for approval is July 1, 2012. Only a complete APPR plan may be submitted. Please see Section C of the Guidance for more information.

    NYSED will continue to post school districts’ APPR plans as they become approved.
  • NYSED APPR Plan Submission "Tips"
    The New York State Education Department (NYSED) is committed to providing districts and BOCES with support as they submit their APPR Plans. Beginning in mid-August 2012, NYSED is hosting a series of webinars designed to provide ongoing updates and helpful feedback.

  • Developing an Effective Evaluation System – May 1, 2012 (Video)
    During the recent 2012-2013 APPR Conference held in Albany, 200 educators heard a panel representing school districts from around New York State share reflections on their experience in developing a working APPR agreement for teachers and principals.  The panel brought together districts at various stages of development to discuss the thinking, collaboration, and district-wide culture being used to build an effective evaluation system. The school districts included those with experience with the School Improvement Grant (SIG) and the Teacher Incentive Fund (TIF) Grant. An SLO Pilot District and a NYSUT Innovation District were also represented.

State-Approved Rubrics and Assessments
  • State-Approved Teacher and Principal Practice Rubrics
    NYSED’s list of approved teacher and principal practice rubrics that meet criteria set out in the regulations governing implementation of the teacher and principal evaluation system.
  • State-Approved Student Assessments
    Assessments on the State-Approved List of Assessments may be used in accordance with the provisions of Education Law §3012-c, whereby 40% of an educator's evaluation shall be based on measures of student learning.
