NYSED launched the pilot use of the New York-adapted Quality Framework with the STLE-Dissemination Grant: Principal Leadership (STLE-D) Program during the 2014-15 school year. The 21 lead applicants, serving more than 220,000 students, used a tool called the Quality Framework which was created by EducationCounsel and customized for use in New York State.
Through use of the Quality Framework districts are able to reflect on Annual Professional Performance Review (APPR) implementation at the local level, gauging system strength and determining priorities for improvement. Superintendents, along with others responsible for APPR development and oversight, can apply concrete strategies to strengthen APPR implementation in support of improved teaching and learning.
